Texas 30/60/25 Insurance Coverage Explained

April 7, 2026

If you're shopping for auto insurance in Texas, you'll quickly encounter the numbers 30/60/25. These aren't random figures — they represent the minimum liability coverage every Texas driver is required to carry by law. Understanding what these numbers mean is the first step to making sure you're both legal and properly protected on the road.

Breaking Down 30/60/25 Coverage

The Texas minimum liability insurance requirement is expressed as three numbers, each representing a coverage limit in thousands of dollars:

  • 30 — $30,000 per person for bodily injury: This is the maximum your insurance will pay for injuries to any single person in an accident you cause.
  • 60 — $60,000 per accident for bodily injury: This is the total maximum your insurance will pay for all injuries in a single accident, regardless of how many people are hurt.
  • 25 — $25,000 per accident for property damage: This covers damage you cause to another person's vehicle, fence, building, or other property.

How 30/60/25 Works in Practice

Let's say you cause an accident that injures two people. One person has $25,000 in medical bills and the other has $45,000. Your 30/60/25 policy would pay:

  • Person 1: $25,000 (fully covered — under the $30,000 per-person limit)
  • Person 2: $30,000 (capped at the per-person limit, even though their bills are $45,000)
  • Total paid: $55,000 (under the $60,000 per-accident limit)

That leaves Person 2 with $15,000 in unpaid medical bills — and they could come after you personally for that amount. This is why many drivers choose coverage limits higher than the state minimum.

Is 30/60/25 Enough Coverage?

For many Texas drivers, the honest answer is no. Here's why the minimums can fall short:

  • Medical costs are high: A single emergency room visit can easily exceed $30,000. A serious injury with surgery and rehabilitation can run into hundreds of thousands.
  • Vehicle values have increased: The $25,000 property damage limit may not cover a newer SUV or truck, which are extremely popular in Texas.
  • You're personally liable for the gap: If damages exceed your coverage limits, the injured party can sue you for the difference. Your savings, home equity, and future wages could be at risk.

Many insurance professionals recommend at least 100/300/100 coverage for drivers with assets to protect. The cost difference between minimum and higher limits is often surprisingly small.

What 30/60/25 Does NOT Cover

It's equally important to understand what liability-only coverage leaves out:

  • Your own vehicle: If you cause an accident, 30/60/25 won't pay to repair or replace your car. You'd need collision and comprehensive coverage for that.
  • Your own medical bills: Liability coverage only pays for the other party's injuries. You'd need Personal Injury Protection (PIP) or health insurance for your own expenses.
  • Weather damage: Hail, flooding, and other Texas weather events aren't covered without comprehensive coverage.

How to Choose the Right Limits

When deciding on coverage limits, consider your personal financial situation. If you own a home, have savings, or earn a good income, higher limits provide important protection against lawsuits. If you're driving an older vehicle with minimal assets, the state minimum may be a reasonable starting point — but understand the risks.
